Policy H4 requires a complete rewrite as it fails to address national housing needs and does not meet the council’s 2018 Local Plan standards. The current provision for self-build and custom housing is inadequate and will not fulfil local demand. Additionally, the district’s infrastructure cannot support these proposals.
